FLORIDA ROADS CONTRACTING, LLC.
Rick Baker
Owner
Rick Baker has served as the CEO of Florida Roads Contracting since June 1998. He also serves as the CEO for Florida Road Contracting affiliates: Florida Roads Trucking, and Masters Road Clean Concrete Recycling Facility. He received his Bachelor’s degree in Finance from Florida State University in 1988.
Thomas Hyatt, Jr.
President
Tommy joined Florida Roads Contracting in 1998 and currently manages all phases of development and underground utility construction. He has been in the construction industry since 1973. Tommy is DOT certified and has received awards for Safety Achievement as well as Production Management.
Tommy Hyatt III
Executive Vice President
Tommy has worked with Florida Roads Contracting since 2001. His duties include management of superintendents, overseeing each project until As-built closeout. Tommy works closely with owners, subcontractors, vendors, county municipalities and office personnel.
Wesley Cook
Vice President of Operations
Wesley joined Florida Roads Contracting in 2017. Wesley oversees safety, loss prevention, internal investigations, human resources, Florida Roads Trucking, and fleet management. He is the FDOT EEO officer. Wesley serves as a member on the board of directors for NUCA North Florida. Wesley graduated from the South Carolina Criminal Justice Academy in 2005 and has over 10 years of Law enforcement experience. He has also worked in Afghanistan for multiple deployments as a civilian contractor in the Security field.
Tyler Pennywitt
Chief Financial Officer
Tyler has worked with Florida Roads since June 2018. He is responsible for preparing financial statements, auditing accounting processes, implementing internal controls, examining, analyzing and interpreting accounting records, and advising management of results and process improvements. Tyler graduated from Jacksonville University in 1994 with a Bachelor of Science degree in Accounting.
Lori Hicks
Office & Financial Manager
Lori has worked with Florida Roads Contracting since 2004 and has been doing office management, administrative support, book keeping and project control since 1990. Her duties include payroll, accounts receivable, accounts payable, reconciling accounts, invoicing, and human resources.
Galen Coville
Fleet Manager
Galen joined Florida Roads Contracting in 2002 as a Field Service Technician and became the Fleet Manager in 2005. His responsibilities include management of office maintenance facilities, supervision, dispatching of all service technicians, maintenance and recordkeeping of owned and rented heavy equipment, as well as small line equipment/tools which includes GPS tracking of all fleet vehicles.
Kristen Butler
Human Resources
Kristen joined Florida Roads Contracting in 2017. Kristen’s responsibilities include human resources, accounts receivable, accounts payable, invoicing, and administrative support. Kristen has been doing human resources, accounting, and administrative support since 2003. Kristen graduated from the University of Phoenix in 2012 with a Bachelor of Science degree in Business and Liberty University in 2014 with a Master’s of Science in Accounting.
Jason Williams
Safety Director
Jason joined Florida Roads Contracting in 2021. He oversees safety, loss prevention, and internal investigations.
Rick Smith
Senior Estimator/Meeting Leader
Rick has worked with Florida Roads Contracting since September 2016 and has been in site construction since 1983. His duties include bidding on new work and conducting weekly estimating meetings.
Matt Dupuis
Estimator/Project Manager
Matt has worked with Florida Roads Contracting since 2005 and has been in construction since 2005. His responsibilities include cost estimating projects, scheduling, invoicing, billing, project management, client correspondence, and preparing cost estimate proposals along with managing civil construction projects which include underground utilities and all roadway infrastructure. He is a member of Northeast Florida Utility Contractor’s Association and UCANF Education Committee. Matt is also a storm water management inspector for St. Johns Water Management District.
Genon Bridges
Project Manager/ As-Built Manager
Genon has worked with Florida Roads Contracting since September 2016 and has been in construction since 2000. She manages projects currently under construction. She works closely with owners, subcontractors, vendors and county municipalities.
John Peiffer
Estimator/Project Manager
John has worked with Florida Roads Contracting since 2011 and has been in construction since 1991. His responsibilities include: takeoffs, securing sub prices, subcontractor negotiations, scheduling updates, billing, code invoices and client relations.
Rob Wood
Estimator/IT
Rob has worked with Florida Roads Contracting since 2014 and has been in construction field since 1998. His responsibilities include dirt takeoffs, GPS machine control setup, IT, and drone aerial photography of projects. Rob served in the military for 8 years and is a Gulf War Veteran.

Sylvain Montpetit
Trucking Manager
Sylvain has been working for Florida Roads since April 2023. He oversees all truck drivers and manages scheduling. He also works with all vendors and suppliers to ensure proper coordination of materials to job sites, as well as prompt, on-time deliveries from trucking to our valued regular customers. He has worked in the transportation industry since 1986 and has over 25 years as a CDL class A driver. He has worked over the road, as well as a local P/D driver. His driver experience ranges from Dry Box, Reefers, Flat Bed, Doubles/Triples both types A and B. Sylvain then had the opportunity to take on a new challenge with his current employer as a driver Supervisor. Over the years his management skills included operations, driver crisis situations, HR issues, major/minor accident investigations, and resolutions, hazardous material spills and containment issues, safety training as well as being a Safety and Compliance manager responsible for 9 terminals.
MASTERS ROAD CLEAN CONCRETE RECYCLING, LLC
Sylvain Montpetit
Facility Manager
Sylvain is the facility Manager for Masters Road Clean Concrete Recycling and has been at Florida Roads since April 2023. He supervises the facility and ensures compliance with the City of Jacksonville. He works with contractors & clients in accepting and selling materials as well as coordinating deliveries to internal job sites, the general public, and contractors.

FRC takes the initiative to find solutions which will remediate any issues in a manner that resolves the problem, and is equitable resolution for all parties.
All necessary documentation including but not limited to certifications, shop drawings, monthly reporting, and schedules are submitted accurately and in a timely manner.
FRC is a highly qualified contractor who diligently pursues job construction and completion in a time-efficient manner. Job completion meets or exceeds proposed schedules due to their careful planning, organization, and ability to work with owners, engineers, and subcontractors.
Florida Roads did above and beyond what was to be expected and I appreciate the company’s dedication to excellence. All together, it made my job easier having a considerate and competent staff managing the projects, who could build the job and also deal well with the public.
